Party Lenin knows how to make a communist party. He seems to show up drunk to every communist meeting, and also appears somewhat randomly anywhere there are other members of his party (since the party never stops when Lenin is around). He will even sometimes make appearances without any communist characters nearby, although this is fairly rare, as Lenin understands that there can be no party without communism. Lenin is there to ask the hard hitting questions; "Where is vodka?" "Did someone say 'Party'?" and his eponymous "What about Lenin?" are just a few of his astounding repository of deep and searching questions.
